Ship owners, operators and managers who have the vessels registered under the flag of Tanzania or intend to make an application for a registration under the before mentioned flag should consider changing the flag of their vessels to another legal maritime international registry in order to avoid arrests of their vessels in different countries and their registration under the flag of Tanzania through pseudo-registrars operating allegedly on behalf of the Maritime Administration of Tanzania.

08/08/2017 Paris MoU & Tokyo MoU launch of Concentrated Inspection Campaign (CIC) on Safety Of Navigation

Further to our Newsletter 174/17 dating back in June 12th 2017 regarding the Paris MoU press release for the conduction of a Concentrated Inspection Campaign (CIC) on the Safety Of Navigation, the Maritime Authorities of the Tokyo and the Paris Memorandum of Understanding (MoU) on Port State Control, on July 31st 2017, announced the launch of the joint Concentrated Inspection Campaign (CIC) on Safety Of Navigation.

23/06/2017 PHRS PERFORMANCE IN PARIS MOU DURING THE EVALUATION PERIOD 2014-2016

PH.R.S has achieved to improve its performance in Paris MoU, as a recognized organization in the Paris MoU Recognized Organization Performance table 2014-2016. PH.R.S. attained and excess factor of 0.28 ranking in “Medium” Performance level, compared to last year’s excess factor 0.55.

13/03/2017 BALLAST WATER MANAGEMENT CONVENTION ENTERS INTO FORCE

Ballast Water Management Convention was ratified in February 2004 and will enter into force on the 8th of September 2017. This Convention contains regulations for the control and management of ships ballast water and sediments with aimed to the prevention of transportation of undesirable microorganisms and pathogens through the ballast water.

24/02/2017 MONITORING, REPORTING & VERIFICATION (MRV) OF THE CO2 EMISSIONS FROM MARITIME TRANSPORT

According to the new European Regulation (EU) 2015/757 for Monitoring, Reporting and Verification of Carbon Dioxide emissions for Shipping (EU MRV), from 1/1/2018 onwards every ship equal to or larger than 5000 GT which has a commercial operation and calls to a European port, is obliged to monitor and report a series of relevant data on to its CO2 emissions.

10/02/2017 IMO Fuel Oil Consumption Data Collection System

The International Maritime Organization (IMO) adopted the Resolution MEPC.282(70) on 28th October 2016 with amendments to chapter 4 of Annex VI of MARPOL, adding a new Regulation 22A on Collection And Reporting Of Ship Fuel Oil Consumption Data and new appendices covering Information to be submitted to the IMO Ship Fuel Oil Consumption Database.

11/11/2016 AMENDMENTS OF 2014 TO THE MARITIME LABOUR CONVENTION, 2006

Amendments of 2014 to the Maritime Labour Convention, 2006 will come into force on 18 January 2017. The changes relate to financial security and shipowner's liability and are as follows.
